N君:stable は形容詞として「安定した」、unstable は「不安定な」として割とよく使うのですが、stable の名詞に「馬小屋」があるとは驚きました。

S先生:第237回に引き続き今日の英作談義は「2012.3/16 朝日新聞社説:口元寒し斉唱監視」を英訳してみたので、ちょっと長いけれどもがんばって読んでみよう。軍国主義を想起させるとの理由によって、卒業式での国歌斉唱を拒む教員に対して、校長や教頭のような管理職が教員の口元を監視して勤務評定したという話です。では始めます。

A principal of an Osaka Prefectural Senior High School ordered a vice-principal and some managerial teachers to watch the movement of the common teachers' mouths to find out if they are really singing the National Anthem 'Kimi-ga-yo.'  The teachers who they judged were not singing the song were questioned by the principal and were going to be subjected to disciplinary punishment.

Last year Osaka Prefecture set up Regulations to force teachers to stand and sing 'Kimi-ga-yo' for the first time all over Japan.  The strong measure this time is said to be based on the regulations.

Applying to public participation, the principal in question was employed as a principal from among ordinary citizens.  He is a friend of Mayor Hashimoto Tooru, representative of the Osaka Restoration Party, who proposed the Regulations which compels teachers to stand and sing 'Kimi-ga-yo' in unison.  The 41 year-old principal is qualified as a lawyer.

Ms. Ikuno Teruko, chairwoman of Osaka Prefectural Board of Education, sent an e-mail to the Mayor and the principal, saying, "Please deal with this problem more broad-mindly," and admonished them to refrain from taking such a measure unworthy of educational environment.

Still Mr. Hashimoto is evaluating highly what the principal did, saying, "We must take every means to make teachers stick to service regulations."

As for 'Kimi-ga-yo,' each individual has a different historical view.  The Supreme Court has judged that managerical class should give careful consideration to forcing teachers stand and sing the 'Kimi-ga-yo' by their official order.

The Court applied the brakes to the Tokyo Government not to impose too excessive punishments on the teachers who did not sing the song.

Mr. Hashimoto, however, repeatedly insists that standing and singing 'Kimi-ga-yo' does not have anything to do with individual conscience and historical view, but that it is a rule civil servants should observe and a means to manage them.

But can we say that it is an excellent means for management to make sure that the teachers are singing by watching the movement of their mouths at the solemn graduation ceremony ?  Doesn't it seem that the stage to congratulate the students on their graduation is a place to test principals' management ability ?  How do the middle management teachers feel when they have to watch the movement of their colleagues' mouths ?  Aren't they made conscious that they are managers rather than educators ?

What principals have to do is to let teachers use their ability to the full and to offer students the best environment for learning.  Watching teachers' mouths never seems to contribute to making such an ideal educational environment.

This spring 17 teachers of 14 Osaka Prefectural Senior High Schools were reprimanded for not standing to sing 'Kimi-ga-yo.'  They were made to take training and to sign their names and put their seals to the written pledge that they never fail to obey principals' orders.

Osaka Prefectural Board of Education is taking measures, expecting the Fundamental Regulations for Civil Servants, which are being deliberated by the Osaka Prefectural Assembly.  The Regulations stipulate that a servant is to be dismissed if he disobeys the same orders three times.

It goes without saying that the teachers who won't stand and sing are supposed to be punished.  Mayor Hashimoto is also ready to propose the Regulations the Municipal Assembly.

Will education proceed to a better direction by putting priority to controlling educational organization ?  We hope that each party in the Assembly will discuss the Regulations with the most careful consideration.
