帝はこんな不慶事の最中でもずっとこの子を見ていたいと思ったが、実の母が亡くなったというのになお宮中にひきとどめておくというのは前例のないことなので、里へ退出させることとなった。

S先生：to always see は以前も出て来た分離不定詞と呼ばれるもので今回もよく感じが出ていてOKです。scheme はちょっと硬すぎるので plan くらいでどうでしょう。最後のところの in spite of his mother's death も官僚的な硬さを感じます。when his mother died とするのも一法と思います。
Though He was in mourning for her, the Emperor thought that He should take care of the second Prince. But since there was no precedent that a child who lost his mother should be kept in the Palace, He reluctantly decided to let him go back to his grandmother.
